FAIR Group is a bipartisan coalition under Representative Powell's leadership, bringing together Arizona citizens, people who have experienced the justice system firsthand, families of incarcerated people, advocacy organizations, and lawmakers to build a shared 2027 legislative agenda.
Effective criminal justice reform requires addressing the entire system, not isolated parts. The Eight P Framework provides the analytical structure our coalition uses to identify problems, evaluate solutions, and coordinate legislative action across every stage of the justice process.
Each "P" represents a distinct domain of the system. Sustainable reform requires alignment across all eight. Our six working groups map directly to these domains, ensuring no part of the system goes unexamined.

The Arizona Legislature's 2027 session is our target. We are building the evidence base, coalition relationships, and legislative strategy now so that when the session opens, FAIR Group's agenda arrives with unified, bipartisan support ready to move. This is not reactive advocacy. It is deliberate infrastructure for lasting change.
Coalition members organize into six legislative working groups, each focused on a specific domain of the Arizona criminal justice system.
Reviews Arizona's statutory criminal code for outdated definitions, disproportionate offense classifications, and provisions that produce unjust outcomes. Develops proposals for codification reforms that improve clarity, consistency, and fairness.
Examines charging practices, prosecutorial discretion, plea negotiation standards, and accountability mechanisms. Develops recommendations to ensure prosecutorial decisions are transparent, consistent, and proportionate.
Analyzes mandatory minimum sentences, truth-in-sentencing provisions, sentence enhancements, and disparities across Arizona's sentencing structures. Produces evidence-based recommendations for proportional, consistent sentencing.
Focuses on probation and parole conditions, technical violation responses, and reentry support. Develops proposals that reduce unnecessary incarceration for supervision failures while supporting successful community reintegration.
Reviews law enforcement practices, use-of-force standards, accountability frameworks, and community relations. Develops legislative proposals that strengthen public safety and build trust between law enforcement and the communities they serve.
Examines conditions inside Arizona correctional facilities, access to programming, educational opportunities, and the evidence base for rehabilitation. Develops proposals that improve outcomes for people who are incarcerated and reduce recidivism.
