Criminal Code
Review and propose reforms to Arizona's criminal statutes, definitions, and code structure to ensure clarity, proportionality, and equity.
Prosecution
Examine prosecutorial discretion, charging practices, and accountability standards to advance fair and consistent prosecution across Arizona.
Sentencing
Analyze sentencing guidelines, mandatory minimums, and enhancement structures to develop proportionate, evidence-based sentencing reform proposals.
Community Supervision
Reform probation and parole systems to reduce technical violations, support successful reintegration, and reduce recidivism statewide.
Police and Enforcement
Address policing standards, use-of-force policy, accountability mechanisms, and the relationship between law enforcement and Arizona communities.
Incarceration and Rehabilitation
Improve conditions and programming for people who are incarcerated, with a focus on education, mental health, reentry support, and humane treatment.
About This Work
The FAIR Group is a bipartisan Arizona coalition led by Representative Powell. These six working groups are developing the evidence-based reform recommendations that will form the coalition's 2027 legislative agenda. Infrastructure is provided by the Praxis Initiative, a 100% system-impacted nonprofit based in Phoenix.
